Ombudsman calls on Russia to return all children to Ukraine

Ombudsman Dmytro Lubinets said that Russia needs to return deported children to Ukraine, regardless of their status.

During the Commissioner's visit to Qatar, the issues of returning the so-called status children—orphans and those deprived of parental care were discussed.

"Legally, there is no difference between biological parents and official adoptive parents or guardians. Therefore, the Russian Federation is obliged to return children regardless of their status," the ombudsman said.

Lubinets reminded that Ukraine is negotiating the return of Ukrainian children with the help of Qatar.

"I emphasize that Ukraine is negotiating with Qatar, and I had a meeting with the Qatari delegation," the ombudsman said.

According to the Ombudsman, the situation with the return of Ukrainian children is not just about family reunification, but also about the commission of an international crime.

"We are talking about committing an international crime... The Russians must be held accountable for this," Lubinets said.
