The US wants Russia exclude the use of AI to control nuclear weapons

The US State Department insists that China and Russia announce that only humans, not artificial intelligence, will make decisions on the use of nuclear weapons.

Paul Dean, a representative of the Bureau of Arms Control of the US Department of State, said during a press briefing that the United States has already made an "apparent and firm commitment that in cases of nuclear weapons use, this decision will be made only by humans."

"We will never put the decision to use nuclear weapons in the hands of AI. We stand by that statement strongly, and we've made that publicly with our counterparts in the UK and France," he said.
"We would welcome a similar statement from China and the Russian Federation," Ding added, noting that "we think this is an extremely important norm of responsible behavior."

Secretary of State Anthony Blinken and Chinese Foreign Minister Wang Yi spoke about the "risks and safety of artificial intelligence" during a meeting last Friday in Beijing.

According to Dean, the United States and 54 countries, including China and Russia, endorsed a political declaration on the responsible military use of artificial intelligence that "will ensure there are no accountability gaps in the use of artificial intelligence in the military and ensure that applications are developed and used according to strict technical specifications, with some built-in designs to ensure that safeguards are in place and that the technology is used responsibly."
