The Russian occupiers have changed the tactics of using missiles against Ukraine. If earlier they tried to hit infrastructure and energy facilities, now the Russians are targeting civilians.

"It is absolutely clear that there is a certain change in tactics. There is no doubt about it because they are striking directly at civilians, apartment buildings, or places where there are civilian dwellings," Podolyak said.
According to him, in this way, Russia is trying to provoke a reaction in society and provoke the Ukrainian authorities to take rash steps, for example, to accelerate the counteroffensive so that Ukraine goes into anger and does not make proper preparations.
"The enemy may also try to influence the residents of Western countries, who, under the impression of the killings of civilian Ukrainians, may demand urgent negotiations," Podolyak said.-
