U.S. President Joe Biden expressed skepticism Thursday about Russian President Vladimir Putin's comment that he did not intend to use nuclear weapons in Ukraine.

Putin downplayed the nuclear standoff with the West in a speech earlier in the day, insisting that Russia had not threatened to use nuclear weapons and had only responded to nuclear "blackmail" by Western leaders.
"If he doesn't intend to, why does he keep talking about it? Why is he talking about the possibility of using tactical nuclear weapons?" - Biden said.
"He is very dangerous in his approach to this," he said.-
Putin and other Russian officials have repeatedly said in recent weeks that Russia could use nuclear weapons to defend its territorial integrity - remarks that are interpreted in the West as implicit threats to use them to defend parts of Ukraine that Russia claims have been annexed.
