According to Estonian Foreign Minister Urmas Reinsalu, the goal is to create a basis for further use of these frozen assets to rebuild Ukraine.

"A freeze means that the assets are, shall we say, standing. Figuratively speaking, is in limbo. The goal should be to direct this large resource to reconstruction, to support Ukraine," he explained.
