The European Union will present a new package of sanctions against Russia and Belarus in late November and it may be approved in early December.

"The ninth package of EU sanctions against Russia and Belarus is likely to be presented closer to the end of the month, with the expectation that it will be approved in early December," Jozwiak wrote.
