The strikes were not carried out with precision-guided weapons. Some missiles were shot down by air defense, but other missiles hit civilian infrastructure, so it is unknown where the Russian Federation was aiming.
It's known that the ambassadors of the EU countries, the United States, and many others have returned to the Ukrainian capital. Perhaps this is Putin's response to Latvia's stance on the unconditional implementation of EU sanctions against Königsberg, "Kaliningrad"
