This is stated in a report by the British Ministry of Defense published on Twitter.

It noted that this refers to the planned reorganization of the structure of the armed forces and an increase in their number to 1.5 million people, as stated by the Russian authorities.

Shoigu also announced the restoration of the Moscow and Leningrad military districts, a partial return to the Soviet organization of troops in Western Russia, and the creation of a new army corps in Karelia.

"The plans announced by Shoigu indicate that the Russian leadership is preparing for a prolonged period of heightened military threats to Russia that will continue for many years after the current war in Ukraine ends," the report said.

British intelligence believes that the difficulties will be significant both in recruiting personnel and arming new military units.
