The German authorities insist that these funds should remain untouched so that they can then be used as leverage during negotiations to end the war and return the territory of Ukraine.

Another motive for Germany's refusal to seize assets may be the desire to protect German companies still operating in the Russian Federation from retaliatory confiscation.

In addition, as noted in the publication, it could set a precedent and provoke new lawsuits against Germany for crimes during the Second World War.
