Galushchenko warns of a delayed Russian terrorist attack on ZNPP

Jul 15, 2023

Energy Minister Herman Galushchenko expressed concern about the possibility of a delayed terrorist attack on Zaporizhzhya NPP by Russia after the transfer of control to Ukraine. According to the minister, after the return of the plant, the Russian Federation could organize a terrorist attack there from a distance.

"Unfortunately, there is a theoretical risk of a delayed terrorist attack," he said.

Galushchenko noted that the logic is that the Russian side leaves, the Ukrainian side arrives, and a terrorist attack takes place. The Russians can claim that there were no problems before, but it is important to go there together with the International Atomic Energy Agency (IAEA), which is already there all the time.

"We will, of course, need the IAEA's involvement after the occupation of the plant. We are already discussing with Rafael Grossi the need to develop a special program. Never before in the world has there been a precedent for the seizure and liberation of a nuclear facility. Another issue is that when we start the process of putting the plant into operation, we will need to check nuclear and radiation safety at the plant," the minister added.
