The Russian military command is likely to send units into battle before it has time to man and equip them.
This was reported by RBC-Ukraine with reference to a report by the American Institute for the Study of War (ISW).
Analysts note that Russia could have sent units into battle that were intended for operational reserve. In particular, it is the 27th Motorized Infantry Division.
For example, on July 13, Ukrainian military observer Kostyantyn Mashovets said that the Russian military command was going to form the 27th Motorized Infantry Division as an operational reserve of the Central Group of Forces (the command that is currently engaged in the Russian offensive in the Avdiivka and Toretsk directions).
It was planned that this operational reserve could be put into action in the event of a counteroffensive by the Ukrainian army in the Avdiivka sector or a Russian offensive in the Toretsk sector.
However, Mashovets said that Russia had moved the 433rd Motorized Rifle Regiment of the 27th Motorized Rifle Division, manned by the degraded remnants of the 21st Motorized Rifle Brigade, to the area northwest of Avdiivka until it fully restored its combat capability.
In addition, the Russian command moved the 506th and 589th motorized rifle regiments to the Toretsk direction ahead of schedule before the units reached their "planned deployment dates."
