Details: Nebenzia was outraged that Zelensky, the president of Ukraine, which is not a non-permanent member of the Security Council this year, would speak second after UN Secretary-General Antonio Guterres.

Albanian Prime Minister Edi Rama, who holds the presidency of the Security Council, explained that the order of speeches had long been agreed upon and had not been objected to by participants before the meeting.

"The Albanian presidency would like to assure our Russian colleagues that this is not a special operation, but a continuation of a long and established practice that is fully in line with the UN regulations," Rama said.

Nebenzya said in response: "If you strike the gavel today (referring to the gavel used by the presiding state to formally open the meeting - Ed.), thereby implementing your decision, the Albanian presidency will be tarnished."

Rama responded: "Stop the war, and Zelensky will not speak."
