The leaders of the 20 member states of the European Union issued a Joint Declaration in which they explained the essence and objectives of the Ukraine Compact signed on the sidelines of the Washington NATO Summit.

In the statement, the leaders praised the security agreements and arrangements concluded with Ukraine by 20 countries and the European Union (EU) within the framework of the Joint Declaration in support of Ukraine, released on the sidelines of the 2023 Vilnius NATO Summit, and also congratulated all other signatories of the Joint Declaration that will conclude their respective security agreements and arrangements with Ukraine in the near future.
The participants of the summit confirmed that the security of Ukraine is an integral part of the security of the Euro-Atlantic region and beyond, and also expressed their intention to support Ukraine until it defeats Russian aggression.
The signatories of the statement also emphasized their unwavering commitment to a free, independent, democratic, and sovereign Ukraine capable of defending itself and deterring future aggression. And they confirmed the sovereign right of Kyiv to choose its own security mechanisms, as well as political, social, economic, and cultural systems.
The participants of the agreement emphasized that Russia's illegal and unprovoked invasion of Ukraine is incompatible with their security interests and is a threat to international peace and security, as well as a gross violation of international law, in particular the UN Charter.
The signatories recognized Ukraine's commitment to reforms aimed at strengthening democracy, the rule of law, respect for human rights, and media freedom, necessary to advance its Euro-Atlantic aspirations. They also emphasized common values and interests, including respect for the principles of the UN Charter, such as sovereignty and territorial integrity.
"Today, we announce the conclusion of the Treaty with Ukraine in order to coordinate and accelerate our collective efforts aimed at meeting the comprehensive needs of Ukraine in the field of security, as specified in the Joint Declaration, agreements and arrangements in the field of security, which each of the parties that signed the Treaty, already concluded with Ukraine," the document says.
With this Treaty, the signatories declared their unchanging intention and commitment to provide Ukraine with the opportunity to successfully defend its freedom, independence, sovereignty and territorial integrity today and deter acts of aggression in the future.
