This was reported by RBC-Ukraine with reference to The Times of Israel.

According to the newspaper's sources, Iranian Foreign Minister Hossein Amirabdollahian conveyed Iran's message to Washington during a visit to the Persian Gulf Arab state of Oman, which often acts as an intermediary between Tehran and Washington.

A source familiar with U.S. intelligence was not aware of the message transmitted through Oman. However, he said, Iran has "made it very clear" that its response to the attack on the embassy in Damascus will be “controlled” and "non-escalatory." And that it plans to "use regional proxies to carry out a series of attacks on Israel."
