Russia rejects revision of conditions for talks with Ukraine - ISW

Russia continues to insist that negotiations with Ukraine should be based exclusively on the demands put forward by Moscow during the 2022 Istanbul talks. The aggressor refuses to make any compromises, despite the significant liberation of territories by Ukrainian troops.

This is reported by RBC-Ukraine with reference to a report by the American Institute for the Study of War (ISW).

In particular, analysts note that a high-ranking Russian official repeated the conditions of Russian dictator Vladimir Putin. We are talking about the Speaker of the Federation Council of the Russian Federation Valentina Matvienko.

On Tuesday, December 24, she said that Russia is open to compromises in negotiations with Ukraine, but will strictly adhere to the conditions it set out during the talks in Istanbul in March 2022. Matviyenko added that Russia would not deviate from these conditions “not even a little bit.”

The conditions put forward during the talks in Istanbul stated that:

  • Ukraine will be a permanently neutral state that will not be able to join NATO;
  • restrictions are imposed on the Ukrainian army similar to those imposed by the Treaty of Versailles on Germany after World War I. The size of the Armed Forces is limited to 85,000 soldiers.
