PACE on Russian aggression: Ukraine is again facing the threat of genocide

The Parliamentary Assembly of the Council of Europe (PACE) in its resolution on the commemoration of the 90th anniversary of the Holodomor in Ukraine stated the threat of a new genocide due to Russian aggression.

The Assembly issued a press release stating that “ninety years after the Holodomor, Stalin's genocide by artificial famine that led to the deaths of millions of Ukrainians in 1932-33, Ukraine is again facing the threat of genocide.”

Thus, in its statement, PACE called on all governments to help the people of Ukraine “fight the ongoing genocidal attack on their nation.”

The relevant report of the German parliamentarian Knut Abraham was unanimously approved during the presentation of the resolution in the Assembly on October 3.

The PACE noted that in the context of Russia's full-scale war of aggression, there is evidence of a desire to “deny the very right of the Ukrainian people to exist as an independent state.”

Thus, the parliamentarians pointed out that the evidence of this “new threat of genocide” is, in particular

  • mass killings in Bucha and Irpin, Kyiv region,
  • the use of powerful weapons by Russian troops in densely populated areas
  • targeted attacks on civilian infrastructure,
  • “filtration” and torture of Ukrainians,
  • systematic destruction of the spiritual and cultural heritage of the Ukrainian people,

the use of food “as a weapon and the forced deportation of tens of thousands of Ukrainian children.”

The PACE statement calls on all Council of Europe member states, observers and partners “to use all instruments at their disposal, including the Genocide Convention, to prevent any further acts of genocide against the Ukrainian people as a national group.”

The resolution also invites the Prosecutor of the International Criminal Court “to consider verifying the reported allegations of genocide against the Ukrainian people”.
