During a speech at the Center for Strategic and International Studies in Washington, Verma announced each of the four packages.

“The Biden administration recognizes that agriculture has been and will remain one of the mainstays of the Ukrainian economy,” Verma said.

In particular, the United States will provide an additional $74.7 million to support export-oriented agriculture so that Ukrainian farmers and processors can more actively participate in the country's economic recovery.

In addition, the United States will provide more than $223 million “to restore transportation, infrastructure, and logistics.” According to a State Department spokesperson, this is necessary to keep Ukraine's ports, railroads, and other communications operational.

At the same time, the United States will allocate $35 million to the Ukraine Recovery Trust Fund to support the creation of an internal project preparation fund for the Ukrainian government, which was developed jointly with the World Bank. According to Verma, these measures are aimed at ensuring a more effective recovery process through public-private sector cooperation.
