China and Brazil offer an alternative to the peace formula

China and Brazil have developed a joint “peace plan” for Russia's war against Ukraine. It does not contain the key points envisaged by the UN Charter.

What does the “peace plan” envisage?

The so-called “peace plan” promoted by China and Brazil is a de facto alternative to the Ukrainian peace formula. But unlike the peace formula, it offers a scenario that will freeze, not end, the war.

The initiative of the two countries consists of the following six points:

  • Adherence to the “three principles” for de-escalation: cessation of hostilities, non-escalation of the conflict and non-proliferation of the conflict to new territories;
  • recognize that dialogue and negotiations are the only possible way to resolve the “crisis”;
  • the parties to the conflict should avoid attacks on civilians and civilian objects, protect women, children and other victims of the conflict, and respect the basic rights of prisoners of war;
  • counteract the use of nuclear, biological and chemical weapons, prevent the proliferation of nuclear weapons and avoid nuclear crises;
  • counteract armed attacks on peaceful nuclear facilities;
  • jointly support international cooperation in energy, finance, grain trade, transportation, etc., jointly maintain the security of key infrastructure, such as oil and gas pipelines, energy facilities and submarine optical cables, and ensure the stability of the global supply system.

It is important to note that this “peace plan” does not contain a single word about the withdrawal of Russian occupiers from Ukrainian territories, the punishment of war criminals, or compensation for Ukraine for the damage caused by the war. Despite this, the initiative has already been supported not only by the countries of the Global South and Hungary, but also by Switzerland.

At the same time, Chinese Foreign Minister Wang Yi recently said that China and other countries of the Global South are creating a “friends of peace” platform on the “crisis in Ukraine.” The first meeting of the platform's members has already taken place during the UN General Assembly in New York.

Advisor to the President of Brazil, Celso Amorim, said that the “friends of peace” are ready to organize a summit with the participation of Russia and Ukraine.
