Putin uses treaty with DPRK to avoid new mobilization in Russia - ISW

The Kremlin is using the recent Comprehensive Strategic Partnership Agreement with North Korea to avoid additional waves of mobilization in Russia as long as possible.

This was reported by RBC-Ukraine, citing a report by the Institute for the Study of War (ISW).

The Institute noted that they could not confirm the information about the creation of a battalion of 3,000 DPRK citizens to conduct Russian military operations in the Kursk region, as well as the desertion of a group of North Korean soldiers.

Instead, the report recalled that Russian dictator Vladimir Putin submitted for ratification to the State Duma on October 14 the text of the Comprehensive Strategic Partnership Agreement between Russia and North Korea, which the two countries signed in June 2024.

It is noted that Kremlin spokesman Dmitry Peskov emphasized in a comment to TASS that the agreement between Russia and North Korea is “unambiguous” in terms of “mutual cooperation in the field of defense and security.”

“The Kremlin is likely to use the 'mutual defense' provision of the agreement to provide legal justification for the deployment of North Korean soldiers in the Russian war zone in response to the Ukrainian army's invasion of the Kursk region. Recently, there have been reports that a small contingent of North Korean soldiers has been operating near occupied Donetsk,” the report says.
