"There are plans to deliver F-16s to Ukraine. And the bilateral security agreement that was signed by the president (Biden - ed.) and President Zelenskyy confirmed this point, that we want to help Ukraine have this potential. This should be a capacity that is based in Ukraine," he said.

Biden's adviser also noted that Ukraine could use the air defense systems provided by the United States to destroy Russian aircraft on Russian territory.

"We've made it very clear that they (Ukraine) can use air defense systems, including those provided by the United States, to take Russian aircraft out of the sky, even if those Russian aircraft are in Russian airspace, if they're going to fire on Ukrainian airspace," Sullivan said.

Earlier, Serhiy Holubtsov, chief of aviation of the Ukrainian Air Force Command, said that some of the Western F-16s that Ukraine will receive from the allies will be deployed at foreign airbases. The plan is to protect the fighters from Russian strikes, and Ukrainian pilots will also train on them.
