Zelensky to present Ukraine's Resilience Plan in the Rada today

Today, November 19, the President of Ukraine will deliver his annual address to the Parliament. During his speech to the Rada, Volodymyr Zelenskyy will unveil Ukraine's Resilience Plan, which addresses “internal tasks for victory.”

The main topic of the President's address to the Rada

On November 19, Volodymyr Zelenskyy will deliver his annual address to the Verkhovna Rada. RBC-Ukraine's sources said that the focus of the speech will be the country's Internal Resilience Plan.

The president announced the preparation of this document last week. At the same time, it became known that the head of state had instructed to develop a draft message to the Verkhovna Rada regarding the external and internal situation in Ukraine.

It is worth noting that the last time Volodymyr Zelenskyy delivered a message to the Parliament was in December 2022. In his address, the head of state focused on the challenges of a full-scale war, spoke about the importance of Ukraine's accession to the EU, and the need to develop the Ukrainian military-industrial complex.

What the Resilience Plan envisages

The President of Ukraine announced that the Resilience Plan would consist of 10 points.

They address issues in such “internal” areas as the frontline, the military-industrial complex, energy, finance, regional policy, information, cultural sovereignty, the policy of heroes, etc.

“In these weeks, we are preparing our internal Plan for strengthening Ukraine, its internal resilience, and our internal tasks for victory ,” the Head of State emphasized.

After the Plan is presented to the parliament, “for each point, together with Ukrainian civil society, together with everyone who is ready to add rational ideas, with business, we will prepare a basic, doctrinal document for Ukraine,” Zelenskyy said.

It is known that the president held several meetings the day before to discuss the implementation of the plan. In particular, the discussion concerned the “frontline” point and the scaling of the military-industrial complex.

The following issues were also worked out: the policy of heroes to support Ukrainian soldiers; cultural sovereignty, which aims to “realistically and effectively unite the cultural community in Ukraine.”

Interconnected with the Victory Plan

The Internal Resilience Plan envisages steps to be taken by Ukraine itself, and it is not an alternative to the Victory Plan presented to international partners.

“Along with the Victory Plan, we must work out all the necessary steps that will ensure our country's internal results,” Volodymyr Zelenskyy emphasized.

According to the president, Ukraine's internal resilience plan is interconnected in many aspects with the Victory Plan, which has been presented to partners and can be implemented by them.

As a reminder, in October, Volodymyr Zelenskyy unveiled the details of the Victory Plan in the Verkhovna Rada.

The document consists of five points and several secret additions that are known only to the closest partners and are not disclosed.

In particular, the plan provides for

  • inviting Ukraine to join NATO;
  • strengthening of defense;
  • deterrence of the Russian Federation;
  • strategic economic potential;
  • replacement of certain contingents of the US Army in Europe with Ukrainian military.
