The European Union is preparing the 15th round of sanctions against Russia. The 27 EU member states have begun to send their proposals to the European Commission in Brussels.

This is the first stage of the procedure, which will be followed by meetings of the Commission with EU diplomats and discussion of the text of sanctions in the EU Council.
The EU seeks to strengthen measures to mark the anniversary of the war, which marks 1,000 days on November 19, although diplomats believe that it is more realistic to impose sanctions before the third anniversary on February 24, 2025.
Poland and the Baltic states insist on a ban on imports of Russian liquefied natural gas and restrictions on nuclear deals, while the Scandinavian countries insist on fighting the “shadow fleet” of Russian tankers that circumvent oil sanctions.
Sanctions may also affect the supply of banned technologies, as Russia needs foreign chips and other components. This could lead to tighter control over Chinese, Indian, and Turkish companies that could end up on the EU's “gray list” OF THE EU. EU technology exporters may also start sending products to Central Asia, from where they are re-exported to Russia.
Ukraine's ambassador to the EU, Vsevolod Chentsov, said that circumventing sanctions is costing Ukraine human lives: in October, more than 2,000 Shaheds equipped with microchips and parts that came to Russia from abroad were used against the country.
