Zelensky presents a plan for Ukraine's victory in the Rada

President Volodymyr Zelenskyy addressed the Verkhovna Rada. There he presented a plan for Ukraine's victory in the war with Russia.

What does Ukraine's victory plan include?

According to the president, the plan consists of five points and three secret annexes.

The head of state emphasized in his speech that the urgency of the victory plan is now. And if we start moving forward with the victory plan now, we may be able to end the war no later than next year.

The first point is to invite Ukraine to NATO

Zelenskyy noted that for decades, Russia has been exploiting geopolitical uncertainty in Europe, namely the fact that Ukraine is not a NATO member. This is what tempted Russia to encroach on Ukrainian security.

“Now the fact that Ukraine is invited to join NATO can be really fundamental for peace. We understand that NATO membership is a matter of the future, not the present. But Putin must see that his geopolitical calculations are losing. Russians must feel it - that their tsar has lost geopolitically to the world,” the head of state said.

In his opinion, the invitation is a strong decision that requires nothing but determination. And today it is symbolized by much more than just NATO.

“That is why this is the initial point of the victory plan. A testament to determination. An unconditional invitation now. This is a certainty - how the partners really see Ukraine's place in the security architecture. I ask all of you to work for the partners' determination to recognize Ukraine as an equal in the European security architecture,” Zelensky emphasized.

The second point is defense.

According to him, it is about irreversibly strengthening Ukraine's defense against the aggressor.

“It is realistic to defend our positions on the battlefield in Ukraine and at the same time bring the war back to Russia, so that Russians really feel what war is and - despite Russian propaganda - begin to turn their hatred towards the Kremlin. We are not naive,” Zelenskyy said.

He emphasized that there is a clear list of weapons that can support such a force of our soldiers, and thanks to the Kursk operation, we saw that Putin does not have enough strength to hold on when Ukraine is pressing really hard.

The President said that the key to the realization of this second point of the victory plan was

  • Successful continuation of the operations of the Defense and Security Forces of Ukraine in certain areas of the enemy territory to prevent buffer zones on our land;
  • irreversible strengthening of the positions of the Defense and Security Forces of Ukraine and destruction of Russia's offensive potential in the occupied territory of Ukraine;
  • assistance from partners in manning reserve brigades for the Armed Forces of Ukraine;
  • bringing Ukraine's air defense system to a level sufficient to protect our cities and villages from Russian missiles and drones, and joint defense operations with our neighbors in Europe to shoot down Russian missiles and drones within the range of our partners' air shield;
  • expanding operations using our own and Ukrainian missiles and drones, as well as investing in expanding their production in Ukraine;
  • lifting restrictions on the use of long-range weapons by our partners on the entire territory of Ukraine occupied by Russia and on the territory of Russia - on enemy military infrastructure, and providing Ukraine with appropriate long-range missiles, drones and other means of destruction;
  • providing Ukraine with real-time satellite data and data obtained by other intelligence means.
“For each of the sub-points of the defense clause of the victory plan, Ukraine provides partners with a clear justification - what exactly are our goals, how we achieve them and how much it will reduce Russia's ability to continue the war,” Zelenskyy explained.

He also said that the defense clause of the plan has a secret appendix, and it is accessed by those partners who have the appropriate military assistance capabilities.

The third point is deterrence.

It also has a secret annex and has already been received by the leaders of the United States, the United Kingdom, France, Italy, and Germany. It will also be received by some other states that can give meaning to this very well-known concept of deterrence for Ukraine, Zelenskyy said.

“The Russian leadership acts aggressively only when it is convinced that it will not receive an adequate destructive response. When Russia knows that there will be a response and understands what kind of response it will be, they choose negotiations and stable coexistence even with strategic adversaries. Thanks to this, it is possible to deter Russia from aggression against Ukraine and the whole of Europe,” Zelenskyy said.

According to him, Ukraine proposes to deploy a comprehensive non-nuclear strategic deterrence package on its soil, which will be sufficient to protect Ukraine from any military threat from Russia and which will narrow the variability of Russia's actions to such prospects:

Either join an honest diplomatic process to bring the war to a just end. Or to lose the opportunity to continue the aggressive war as a result of Ukraine's use of the deterrence package in accordance with the defined military objectives.

“That is, the deterrence package is a fact that Russia is either going to diplomacy or to the loss of its war machine. Peace through strength. It works equally well on both sides of the Atlantic. And this point can be ensured, in particular, by financing within the framework of already concluded security agreements with partners and certain amounts of financial support,” the Head of State said.

The fourth point is strategic economic potential

The President reminded that Ukraine has concentrated natural resources, including critical metals worth trillions of dollars. These are, in particular, uranium, titanium, lithium, graphite and other strategically valuable resources that will strengthen either Russia and its allies or Ukraine and the democratic world in the global competition.

He emphasized that Ukraine's critical resource deposits, along with Ukraine's globally important energy and food production potential, are among Russia's key aggressive goals in the war. And this is our opportunity for growth.

The economic clause also has a secret annex, which is shared only with certain partners.

“Ukraine proposes that the United States, together with certain partners, including the European Union, of which Ukraine will be a part, and other partners in the world, conclude a special agreement on joint protection of critical resources available in Ukraine, joint investment and use of the relevant economic potential. This is also peace through strength. Economic power,” Zelensky emphasized.

In his opinion, this is an agreement that will organically complement and strengthen the existing system of economic pressure on Russia, namely all existing sanctions against Russia, oil price restrictions, export restrictions to Russia, and other pressure measures.

The fifth point, designed for the postwar period

“After this war, Ukraine will have one of the most experienced and largest military contingents. These people are our soldiers, who will have real experience in modern warfare, successful experience in the use of Western weapons, and diverse experience in cooperation with NATO troops,” Zelenskyy said.

According to him, this Ukrainian experience should be used to strengthen the Alliance's defense and ensure security in Europe.

“This is a worthy mission for our heroes. We envisage, if the partners agree, the replacement of certain military contingents of the US Armed Forces stationed in Europe with Ukrainian units. After the war. Ukrainians have proven that they can be a force that Russian evil cannot overcome. And I am grateful to every partner, there are already many signals that strongly support this. They like this idea very much. I am grateful to everyone with whom we have discussed this perspective for the post-war period for their respect for Ukrainians and our ability to be invincible in the Alliance with our partners,” he added.
