The European Union's High Representative for Foreign Affairs and Security Policy, Josep Borrell, is holding talks with South Korean Foreign Minister Cho Tae-yul amid growing concern in Seoul about North Korean troops being sent to Russia to participate in the war with Ukraine.

“Russia's aggression against Ukraine is an existential threat. The Republic of Korea understands this best. We are united in our support for Ukraine. I urged them to strengthen this support,” Borrell wrote on Twitter.
Borrell is visiting South Korea to take security and defense cooperation between the EU and Seoul to a “new level.” Borrell arrived in South Korea after a trip to Japan and visited the heavily fortified demilitarized zone that separates the two Koreas.
“My visit today to the Demilitarized Zone (DMZ) between the Republic of Korea and the DPRK is another reminder of the need to invest more in peace,” Borrell wrote.-
The first such meeting within the framework of the EU-South Korea Strategic Dialogue took place as Washington and Seoul sound the alarm about North Korean troops being sent to Russia to fight a war with Ukraine.
In Seoul, Borrell met with South Korean Defense Minister Kim Yong-hyun and expressed concern over the development.
Last week, Cho Tae-yul said that all possible scenarios were considered when asked if Seoul could supply weapons to Ukraine in response to North Korea's assistance to Russia.
