The mission is part of the European Union Training Mission (EUMAM) for the Ukrainian Armed Forces, which was decided by EU foreign ministers in November.

During the visit of his German counterpart Boris Pistorius to Lithuania in March, Defense Minister Arvydas Anušauskas announced that about 40 Lithuanian instructors would take part in various courses for Ukrainian soldiers in Germany.
