This was announced on January 30 at a briefing broadcast on Facebook Media Center Ukraine by the mayor of occupied Melitopol, Ivan Fedorov.

"If we used to say that there are at least five torture chambers in the temporarily occupied Melitopol alone, then the racists have already legalized some of them," Fedorov said. "From the prisons that existed before the occupation, they moved at least 3,500 prisoners to the temporarily occupied Crimea. Of course, they moved them illegally."
