Manipulation:

Russian president v. Putin said, "There's a lot of noise right now about hitting the energy infrastructure [of Ukraine]. Yes, we are doing it. But who started it? Who hit the Crimean bridge, blew up the power lines at the Kursk nuclear power plant, did not bring water to Donetsk? Not supplying water is an act of genocide. But no one said anything about it.

Disinformation:

V. Matviyenko, head of the Russian Federation Council, said that NATO countries use proxy warfare technologies: "NATO actively engages proxy warfare technologies... Huge resources are invested in infospace work, and attempts to manipulate public sentiment."

Manipulation:

Russian presidential press secretary Dmitry Peskov said that the Kremlin does not intend to annex new territories in Ukraine and intends to "liberate" those regions that Russia has already declared "its own": "We are not talking about annexing new territories to Russia, but we will have to liberate the Kyiv-occupied parts of the new Russian regions.
