Iran and Belarus are deepening bilateral cooperation amid mutual support for Russia's war in Ukraine. Minsk is probably trying to sign a contract for the production of Shaheds.

It is reported that Belarusian Defense Minister Lieutenant General Viktor Khrenin arrived in Iran on July 31 and met with his counterpart, Iranian Defense Minister Brigadier General Mohammad Reza Ashtiani, to sign a Memorandum of Understanding and a plan for bilateral military cooperation for 2023.

Ashtiani, as Iran's defense minister, is primarily responsible for negotiating military purchases and sales, so Khrenin and Ashtiani likely discussed deals related to arms production and supply.
