According to him, Biden is ready to meet with the North Korean leader without any preconditions.

"We are willing to sit down and negotiate without preconditions," Kirby said.

He also said that North Korea has not yet responded positively to this proposal.

It's worth recalling that Biden's predecessor, Donald Trump, also met with Un. Their last meeting took place on June 30, 2019. They met in the demilitarized zone between North and South Korea.

Trump subsequently stated that since his first meeting with Kim Jong Un, they had managed to achieve a lot, and the demilitarized zone on the border of the two countries had become a more peaceful place than before.

It is also worth recalling that Russian Defense Minister Sergei Shoigu visited North Korea earlier. It is likely that his visit was related to a request for assistance amidst the difficulties with weapons.
