The EU is shocked by the explosion of the Kakhovka hydroelectric power plant and blames Russia and "its proxies" for the man-made disaster.
This is reported with reference to a statement by European Council President Charles Michel on Twitter.
"Shocked by the unprecedented attack of the Nova Kakhovka dam," he wrote.
According to him, the destruction of civilian infrastructure clearly qualifies as a war crime, and the EU will "hold Russia and its proxies accountable."
