ISW identifies the problem that prevents the Ukrainian Armed Forces from stopping the shelling of Kharkiv

The report confirmed that in recent weeks, Russian planes have increasingly attacked Kharkiv and its surroundings with glider bombs and various missile strikes to weaken Ukrainian defenses and force residents to leave the city.

ISW is convinced that Russia is using its airspace as a source of strikes on the Kharkiv region, as Western countries prohibit their air defense systems from hitting targets within the aggressor state.

"Sufficient coverage of air defense systems in the Kharkiv area would allow the Ukrainian Armed Forces to deter the actions of Russian aviation. However, this is only possible if Western partners allow Ukraine to use systems to intercept enemy aircraft in Russian airspace," the report says.
