U.S. Secretary of State Anthony Blinken calls Russia's actions to disrupt electricity supply and infrastructure in Ukraine barbaric

Blinken said that Russian President Vladimir Putin adopted scorched earth tactics because his armed forces failed to achieve their previous goals in the war against Ukraine.

"Putin tried to wipe Ukraine off the map, to erase its identity, to bring it back into Russia. He failed. Then he began to seize land in the east and south of Ukraine. This failed because the Ukrainian military pushed back and regained many of the territories that Putin had seized," Blinken said.
"He is trying to use winter as a weapon, to turn off the lights, to turn off the heat, to plunge the Ukrainian people into darkness and cold just as the winter months are coming. This is truly barbaric," he added.

In turn, US Secretary of Defense Lloyd Austin accused Russia of deliberate cruelty in the war against Ukraine, saying that Moscow deliberately targets civilians.

"With deliberate cruelty, Russia is targeting civilians and civilian objects. Russian attacks have killed children, destroyed schools and hospitals," Austin said.
