Putin refrains from going for broke in the war against Ukraine and at the same time does not bring to the table any conditions other than complete victory.
This is reported by the Institute for the Study of War (ISW).
Analysts believe that because of his unwillingness to go all the way, Putin failed to prepare and mobilize his army before the full-scale invasion. He also believed that the Ukrainians would not or could not defend themselves.
The Russian dictator also delayed the decision to implement even partial mobilization for too long, and even when he did make such decisions, he tried to limit their impact on Russian society and the economy.
