According to the Romanian Ministry of Defense, if the law is adopted, in addition to sending troops into the territory of other states, the country will be able to use other types of intervention to counter these hybrid threats.

However, such intervention can be initiated by the Romanian president and approved by the Supreme National Defense Council.

A solution for coordinating security forces in the event of an armed conflict is also proposed, including

  • priority mobilization of police officers;
  • creation of a National Military Command Center;
  • operational integration of the armed forces of Romania, NATO, and the EU.
"This aspect reflects the responsibilities that Romania has assumed as a member of these organizations, emphasizing its strong commitment to international standards of security cooperation," the article says.
