This opinion was expressed by the Commander of NATO's Allied Forces Europe, General Christopher Cavoli, at a press conference in Brussels after a meeting of the NATO Military Committee, Politico reports.

“We don't believe it. I know that the Russians do not have the number of forces they need for a strategic breakthrough,” - Cavoli said.

In addition, the Russian army does not have the necessary skills to use a breakthrough to gain a strategic advantage.

However, according to Cavoli, Russian troops can achieve “localized successes, as happened near Kharkiv.”

“I am in very close contact with our Ukrainian colleagues, and I am confident that they are in control of the situation,” he said.
