"Next year I will welcome all NATO members to our 2024 summit in the United States. Together we will celebrate the 75th anniversary of the strongest defense alliance in the history of the world: NATO," Biden said.

He also reiterated the United States support for Article 5 of the North Atlantic Treaty, a key clause of which is the principle that an attack on one NATO member is an attack on all allies.

"Let there be no doubt: the United States' commitment to our alliance and Article 5 is reliable. And every NATO member knows it, and so does Russia: an attack on one is an attack on all. It is a sacred oath," he said.
