The United States recognizes Vladimir Putin as President of Russia

The United States recognizes Vladimir Putin as president of Russia. However, they will not send their representatives to his inauguration.
This was stated by U.S. State Department spokesman Matthew Miller, RBC-Ukraine reports citing his briefing.
"We definitely do not recognize the presidential election in Russia as free and fair. However, Putin is the president of Russia and will continue to act in this role, but our representative will not be at his inauguration," he said.
Earlier, a number of countries announced that they would not send their representatives to the "inauguration" of Vladimir Putin in Russia. The media reported that this idea was allegedly not supported by France and that their ambassador would go to Moscow.
The US recognized the election as unfair, the US understands that the elections in the occupied territories were illegal - but still recognizes Putin as president.
How can this be explained? Fear of Russia?
